Every heavy lift needs a written plan. Not because OSHA says so (though it does) — because when a pick goes wrong, the paperwork is what stands between you and a manslaughter citation. A proper critical lift plan is a pre-mortem: you assume something WILL go wrong, and you document every control that catches it before someone dies.

Most contractors have a "critical lift plan" that's really a checklist. Load weight, crane, riggers, done. That's not a plan. A plan tells you when to abort, who has stop-work authority, what happens if the wind picks up, and how the ground team knows to clear the swing radius.

The pilot wanted to keep flying because "we're close." The ground rigger radioed to stop. The plan settled the argument. That's what a good plan is for — it takes the decision out of the moment.

What "Critical Lift" Actually Means

OSHA doesn't define "critical lift" in one place. Most contractors and owners use the following criteria (any one triggers critical lift status):

What Every Critical Lift Plan Must Include

  1. Project and pick identification — project name, date, specific pick description, sequence number
  2. Load information — description, weight (with verification source), dimensions, center of gravity, rigging attachment points
  3. Crane information — make, model, serial number, operator name and certification, boom length, counterweight configuration, capacity at working radius
  4. Rigging plan — sling type, size, capacity, inspection date, shackles, spreader bars, capacity calculation with proof
  5. Ground conditions — bearing pressure calculation, mat requirements, outrigger position, ground preparation
  6. Environmental limits — wind speed abort criteria at hub height and ground, lightning proximity, visibility
  7. Communication — signal person qualification, radio channel, hand signals, cell phone backup, chain of command
  8. Exclusion zone — swing radius, barricade plan, personnel access control, spotter positions
  9. Personnel — every person involved with role, qualification, and pre-shift briefing sign-off
  10. Emergency plan — nearest hospital, life flight staging, emergency muster, incident command
  11. Abort criteria — specific conditions that stop the pick, who has authority to abort, restart procedure
  12. Approvals — signed by lift director, crane operator, signal person, project safety, and owner rep (as applicable)

Helicopter Longline Critical Lift Plans

Field note: On a Chinook stacking operation, the pilot's abort criteria and the ground crew's abort criteria have to match. If the pilot's threshold is 25 knots and the ground crew's is 30 knots, you have a plan disagreement that becomes a communication disaster when the wind hits 27 knots. Does OSHA require a written critical lift plan?

OSHA 29 CFR 1926.1417 requires the operator to be familiar with the manufacturer's lift plan requirements, and 1926.1424 requires specific documentation for personnel hoisting. Most general contractors and owners require written critical lift plans as a project condition even when OSHA doesn't explicitly mandate it. ASME B30.5 (mobile cranes) provides the industry standard critical lift criteria.

Who needs to sign a critical lift plan?

At minimum: the lift director (person in charge of the lift), the crane operator, the signal person, and the project safety representative. On projects with owner or general contractor oversight, add their safety rep. For personnel hoisting, add every person who will be on the platform. Signatures should be dated and collected before the pick — not after.

What percentage of crane capacity triggers a critical lift?

The industry standard threshold is 75% of the crane's rated capacity at the working radius. Some owners and contractors use 80% or 85%, but 75% is the most common and the safest planning threshold. If your pick exceeds 75%, treat it as critical and require a written plan.

Can I use one critical lift plan for multiple picks on the same project?

No, and this is one of the most common mistakes. Each pick needs its own critical lift plan because the load, radius, ground conditions, and personnel change. A 'blanket' critical lift plan doesn't satisfy the requirement to plan for THIS specific pick. If you're doing repetitive picks (like tower stacking), you can use a master plan with per-pick attachments that document the variables.

What's the difference between a critical lift and a standard lift?

A standard lift is under 75% of crane capacity, has clear sight lines, is over unoccupied space, uses standard rigging, and happens in normal weather. A critical lift has any elevated risk factor (see the list above). The documentation, personnel qualification, and pre-planning requirements are significantly higher for critical lifts.

Do I need a critical lift plan for a helicopter external load?

Yes. Helicopter external load work is treated as critical by FAA (14 CFR Part 133), the aircraft operator, and OSHA. The plan needs to address both the aircraft-side requirements (pilot qualification, fuel plan, weight and balance) and the ground-side requirements (rigging, communication, landing zone).
