What A JHA Actually Is (And Isn't)
A JHA is not a safety pep talk. It's not a warning label. It's a systematic breakdown of a specific task, hazard by hazard, control by control.
The format is deceptively simple — three columns:
- Job Step (what you do)
- Hazard (what can go wrong)
- Control (how you prevent it)
What makes JHAs hard is the specificity. Generic JHAs fail. Site-specific, task-specific, hazard-specific JHAs pass.
Generic JHA vs Real JHA — The Difference That Matters
Generic (Fails Audits)

This is what most contractors submit. OSHA sees this every day. It's worthless.
Real (Passes Audits)

The 6-Step JHA Writing Process
Step 1: Pick The Right Job
Not every task needs a JHA. Prioritize:
- Jobs where injuries have occurred
- Jobs with high injury potential (falls, electrical, confined space)
- New jobs your crew hasn't done before
- Jobs that have changed (new equipment, new method)
Step 2: Break The Job Into Steps
Watch someone actually do the work. Write down each distinct action. Aim for 5-15 steps. Fewer = probably missing something. More = probably too granular.
Step 3: Identify Hazards At Each Step
OSHA's hazard categories:
- Struck-by (falling objects, moving vehicles)
- Caught-in-between (equipment, trenches)
- Falls (from height, on same level)
- Electrical (contact, arc flash, arc blast)
- Fire and explosion
- Chemical exposure
- Noise, heat, cold
- Ergonomic (lifting, repetitive motion)
- Biological (bloodborne, respiratory)
Step 4: Assign Specific Controls Using The Hierarchy
OSHA's hierarchy of controls (in order of effectiveness):
- Elimination — Remove the hazard entirely
- Substitution — Replace with something safer
- Engineering — Isolate the hazard (guards, barriers)
- Administrative — Change how work is done (procedures, training)
- PPE — Last resort — protect the worker from the hazard
PPE-only controls are weakest. If your JHA answers every hazard with "wear PPE," you're not thinking hard enough.
Step 5: Have Workers Review And Sign
Every worker performing the task signs off that they've read and understand the JHA. Not just the foreman. Every worker. Every day. Every task.
Step 6: Update When Anything Changes
New equipment, new site conditions, new crew members, new hazards observed — the JHA gets updated. Old JHAs are worse than useless.

Common JHA Mistakes
- Generic hazards — "Working with electricity is dangerous" isn't a hazard. "Contact with 480V conductors during panel work" is a hazard.
- PPE-only controls — If elimination, substitution, and engineering controls aren't considered, the JHA is incomplete.
- No sign-off block — Workers must acknowledge in writing that they read and understood.
- Never updated — Same JHA for 5 years across totally different work.
- Written by the wrong person — The safety manager who's never been on the tools doesn't know what the real hazards are.
- Too long — 47-page JHAs don't get read. Aim for 2-4 pages.
